ARM's Tech Advisor as Intellectual Property Organization (IPO)

Muhammad Ismail has joined ARM as IPO expert. We think he
will prove God Blessing to Farming community of Pakistan to bridge the GAP of 30 years. World had shifted from Agriculture to Agri-Business years-years ago,as well international business also got into the era digital and database of
WTO from GATT about 3 decade earlier. Pakistani farmer has to go through thisjourney of 30 years as yet.
Mr. Muhammad Ismailhas master degree in Plant Breeding & Genetics (PBG) and M.Phil. in the Agricultural
Biotechnology. Presently is working at IPO-Pakistan, an autonomous body working under the administrative control of the Commerce Division, to deal with Intellectual Property related issues of the agriculture sector. During his service of 20 years’ he has been dealing with the subjects of Plant Breeders’ Rights, Genetic Resources, Geographical Indications, Seed development and other allied subjects. He remained vibrant part of the team which worked on Agriculture
Policy, Seed Amendment Act and Plant Breeders’ Rights Act. During his stay at IPO-Pakistan, he has been coordinating with counterpart national and international organizations on IP Policy and management issues related to agriculture
sector.
He developed excellent interpersonal skills by coordinating between the Government and industry while working on Geographical Indication (GI) protection of indigenous agricultural products including Basmati Rice,
Mangoes, Chilies, Apricot, apple, peaches, plums, Dates etc. from different areas of Punjab, Sindh, Balochistan, KPK, GB and AJK. Coordination with FPCCI, Chambers of Commerce and Industry, business associations and SME organizations
is prominent.
He has remained active part of the discussion and negotiations at World Intellectual Property Organization (WIPO) and World Trade Organization (WTO) Head Quarters at Geneva on behalf of the Government of Pakistan. He effectively presented drafts of Laws, Rules and regulations from time to time in the Federal Cabinet meetings headed by the Prime Minister. He not only presented and defended also the draft legislations in the Parliament (National Assembly and Senate of Pakistan) for enactment. The Seed (Amendment) Act, 2015, Plant Breeders’ Rights Act, 2016; Geographical Indications (Protection and Registration) Act, 2020 and Trademark (Amendment) Act, 2023 are
outcomes of this work.
Organizing number of Workshops, Seminars and Capacity Building programs at national level is also on his part also in coordination with WIPO, FAO, UNIDO, UNESCO, EU Mission etc. he developed strong organizational ability, including a capacity to work both independently and as part of a small team. He has ability to be flexible, adaptable, and proactive to display leadership, initiative and good judgment during these activities.
